KORONADAL: CDRRMC GAWAD KALASAG REGION’S BEST, BET FOR NATIONAL SEARCH

As proof of efficiency through its proactive approach to disaster risk governance, the City of Koronadal’s Disaster Risk Reduction and Management Council (DRRMC) was recently hailed as SOCCSKSARGEN’s first place winner in the 2014 Regional Gawad KALASAG Search and consequently named as the region’s bet in the 2015 national level search. Chosen by the Regional Selection and Evaluation Committee, three national evaluators visited the city last February 26-27, 2015 and conducted a two-day evaluation assessment. “We are overwhelmed with your warm hospitality, if you will be rated in that area, definitely you’ll get very high score”, national evaluator Carlo CaƱares said. “We have evaluated your program policies and strategies and conducted an ocular visit on these three sites to include; B/ Carpenter Hill, Acub Resettlement site, and the Tree Growing site at B/Assumption to assess the disaster preparedness of the said barangays”, CaƱares added.   “In our assessment, we focused on the prevention and mitigation aspects. Our criteria included prevention and mitigation with 35 points, preparedness with 30 points, response with 20 points and 15 points for recovery and rehabilitation“, CaƱares cited. Also, he explained that the prevention and mitigation criteria covered the risk assessment, plans, policies, and budget, early warning system, risk financing, environmental management, and infrastructure resilience, while the preparedness criterion included the mainstreaming of DRRM programs and projects, DRRMC organization, approved plans, capacity development activities conducted, and partnership mechanisms.   Also CaƱares cited an example on how plans and programs were being evaluated. “Like for example, in your hazard prone areas where drainage flooding is the problem, we evaluated your preparedness through the existing infrastructure, the availability of early warning signs, the plans and policies including the water flooding management through your alliances with the other municipality considering that Koronadal is a basin”, CaƱares said. Meanwhile, in a media interview, when asked about their initial assessment, one of the national evaluators, Marlon Obligado said, “The CDRMMC responded well and was able to provide us with relevant information especially on the phase of prevention & mitigation.” Further he said,” We have seen how your city manages to provide mitigation measures, how the city is prepared to handle an emergency through your evacuation plans & preparedness activities”. Obligado also explained that from the old plan, about 5 years ago, the National Disaster Risk Reduction and Management Plan (NDRRMP) fulfilled the requirement of RA No. 10121 of 2010. With the said law, there was a paradigm shift from reactive to proactive DRRM. According to him, the new plan ensured that men and women had increased their awareness and understanding of DRRM, with the end in view of increasing people’s resilience and decreasing their vulnerabilities. Further, he cited the four thematic areas of focus in the conduct of evaluation, namely, Disaster Prevention and Mitigation; Disaster Preparedness; Disaster Response; and Disaster Rehabilitation and Recovery, geared towards a safer, adaptive and disaster resilient Filipino communities towards sustainable development.   “At present Koronadal’s CDRMM plan is integrated in the City’s Development Plan (CDP) and our challenge to your city is to create a separate long-term plan that will facilitate the development of a well-prepared, independent, conscientious citizenry against disasters”,Obligado said.                  “What is good in your city is you have the climate adaptation initiatives and through your partnership and coordination among all key players and stakeholders, I believe you would be able to come up with a more reliable assessment, including climate change-induced hazards for an  enhanced  ecological profile”, Obligado further said.   On the other hand, the evaluators also gave their recommendation to include the formulation of a strategic and long-term plan that would address all phases of disaster management: prevention, preparation, response and recovery. ”I suggest for an institutionalized arrangement and measures for reducing disaster risk and an office manned by permanent personnel”. When asked about the city’s advantage compared to other competing CDRMMC, Obligado said “Koronadal has its clear direction and advocacy”.It is important that the government understands the importance of strengthening its capacity to combat, prevent and manage disaster”, he further said.   The 2015 Search for Excellence in Disaster Risk Management and Humanitarian Assistance under the Gawad KALASAG is a special annual project conducted by the National Disaster Risk Reduction Management Council (NDRRMC) to recognize exceptional contributions of Disaster Risk Reduction Management (DRRM) practitioners in implementing an effective disaster and risk reduction management program to include among others: stakeholders’ participation, transparency, innovativeness, partnership, self-reliance, and the spirit of volunteerism.   The ‘Gawad Kalasag’ (Kalamidad at Sakuna LAban, Sariling Galing ang Kaligtasan) award is given to individuals, non-government organizations, private sector and government organizations, in recognition of their initiative in helping the Filipino government uplift the standard of disaster management in the country.

Showcasing Juana leaders, Koronadal celebrates Women’s Month

With March marking Women’s Month, by virtue of Proclamation 227, s.1998, the City of Koronadal enjoined all Juanas of Koronadal to celebrate the month with series of activities lined-up to give importance to the role of women in nation-building and to pay tribute to all women leaders who passionately led and continue to advance women’s advocacies.
The celebration carries the theme, “Desisyon Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw Na!”pays tribute to the strong and resilient “Juanas” or women and promotes the full participation and equitable representation of women in all spheres of society particularly in the decision-making and policy-making processes in government and private entities in order to fully realize their role as agents and beneficiaries of development. Meanwhile, Koronadal’s version was dubbed as “Paligsahan ng mga Babaeng Mahuhusay (PBM) sa Barangay”.
This year’s celebration aimed to pay tribute to all women leaders and to recognize and highlight women’s key roles and accomplishments in leadership, power and decision-making, increase awareness on engaging women to participate at all levels of policy and decision-making, and share strategies and best practices women had employed to become successful women leaders.
Sangguniang Panlungsod Committee Chairperson on Women Councilor Marie Antonina I. Hurtado in her message during the opening program said, “I am thankful with the Mayor’s strong support in all our programs by giving us an opportunity to conduct a 3-day activity that would give importance to women”. Further she said, “I hope that somehow, this occasion will relieve you from the burden of housework and reproductive roles”.
As a kick-off activity, on March 6, women from the 27 barangays and employees of the city government paraded from the City Hall towards Barangay Zone III. It was followed by an opening program where the opening of the volleyball tournament through a ceremonial serve was officially declared. The next day, an inter-barangay volleyball tournament was played at Barangay Zone II and III. Meanwhile on March 8, the championship game was conducted at the Rizal Park.
To conclude the 3-day celebration, on the night of March 8, women of the 27 barangays gathered at the Rizal Park for a fellowship night and awarding ceremony. Seventeen (17) dance groups representing their barangays showcased their talents in dancing based on popular dance concept with their modern style of fashion and music.
“We are born of a woman and this celebration provides us with a wonderful opportunity to reflect upon the strides made by women and to recognize their contributions in our city’s development”, City Mayor Peter B. Miguel said in his message. The Mayor also made mentioned on how the alarming rate of violence against women negatively affects women’s general well-being and prevents women from fully participating in society, hence he acknowledged the role of the government in addressing the said problem.
“We recognize the complex role of women in the family and society and we know that violence and threats against women still exist and this violation of women’s human rights needs intervention”, the Mayor said. “That is why, our administration ensures to provide livelihood opportunities to our non-working women geared towards women’s empowerment and gender equality”, the Mayor added.
Organizers headed by City Councilors Hurtado and Rose S. Dideles were hopeful that the celebration would rouse the interests of women to leadership roles and participation in the decision-making process. Further, as women leaders, they both aimed to advocate women’s empowerment and gender equality.
On the other hand, as a culminating activity, the office of the City Population would spearhead an activity dubbed as “We, MEN sing for WOMEN” on March 30 at the City Hall Lobby. The said event is a sort of Harana competition composed of male government employees who would be singing a contest piece especially dedicated to the women.

CHO CLEARS UP ISSUES ON MATERNAL DEATH INCIDENCE

KORONADAL , August 19,2013- the City Health Office (CHO) releases official information  amidst media torrents of sensationalized news and commentaries coming out blaming the midwife, Ms. Luisa Viray of the City Health Office for the  death of the 16-year old girl sent to the city’s lying in clinic, August 7, for delivery but who died while on the way to the Provincial Hospital for referral.
OIC-City Health Officer Dr.Jean Genevieve Aturdido,in an interview, said that the City Government of Koronadal was saddened by the death, however, she was firm that due courses of action were duly observed and that  the city government  should not be blamed  for the said maternal death incidence.
Basing on the report rendered to her office, Dr. Aturdido recounted the incident, saying that Janet  Jacaban, a resident of Purok Sueno Brgy. Morales, together with her live-in partner, and the sister of her live-in partner came to the nearby healthcare facility at Barangay Morales to deliver her first baby.
After proper assessment, the midwife advised the patient to proceed to the hospital but the family refused instead they told the midwife that they would go home and would recourse to get the service of a traditional birth attendant locally known as “paltera”. Seeing the indication of the family’s unwillingness to carry Janet to the hospital, the barangay health worker of  barangay Morales accompanied them to the city lying-in center.Ms. Luisa Viray, the midwife on duty immediately conducted a thorough assessment on the condition of the patient at about 12AM of August 7. After evaluating the condition of the patient, the midwife referred them to the hospital but for the second time the family rejected the medical advice so the midwife counseled the patient and the family members present on the risk, but still they refused to heed the advice so the midwife resorted to let them sign a waiver. Janet signed the waiver, witnessed by the BHW of Brgy.Morales and her sister-in-law. At 9AM, Janet had active labor for about 4 hours. Using the pantograph, the midwife was able to monitor the progress of the labor and all came out normal until it reached 8 cm. At  1:45 PM  the bag of water ruptured and an oxygen was applied. At 1:55PM.  When the baby’s head became visible to the midwife, actual delivery started so the midwife started guiding the mother in pushing the baby out. But when the patient failed to push the baby out and has shown intense pain, immediately Viray decided to run the patient to the provincial hospital. Upon reaching the hospital, both the mother and the child were declared dead-on-arrival.
“Advise kodayonsa live-in partner kag nanay na i-refer dayon sa hospital, nagsiling dayon ang live-in partner nga wala gid sila kwarta. Maski wala kamu kwarta malakat kita sa hospital, nagpatawag ako tricycle. Gindala namon ang pasyente sa hospital , nakatakodang oxygen, upod and security  guard nganag-uyatsa oxygen tank”, Viray said.
Dr.Aturtido said that in spite the efforts of the city government through measures and programs to include reaching out those who are most at risk especially in the rural barangays and indigenous communities, raising public awareness on maternal health, intensive trainings of the city health workers and midwives, and strengthening of the local health facilities, pregnant women dying is still inevitable. She further said that all pregnancies are considered risk.
“Usually when a girl who is too young gets pregnant and has no reliable prenatal check-up. There is a significant risk of  maternal and infant mortality”, Dr. Aturdido further said “Early pregnancy puts girls at great risk for premature child-bearing, disability and death”, she added.
In the Maternal Mortality Review, Ms. Myllene Sellote, the data collector reported that during labor, Janet’s mother was at the bedside while the patient was attended to and she was able to witness the progress of the labor and the sudden deterioration of the condition especially upon the rupture of the bag of water. Further, she even saw the non-cooperation of the patient to push the baby out. It was because of this condition that prompted thepatient’s mother to decide on admission at the hospital.
In an interview, a witness testified that Janet died on their way to the hospital. It was stated on the death certificate that the main cause of death wascardiopulmonary arrest with unknown cause secondary to uterine pregnancy. Further, the family stated that they had no plans to file a case to anyone especially the attending midwife, Luz Viray.
Meanwhile, Aturdido further said that the risk of maternal death increases significantly when women refuse  to deliver at an appropriate health facility.
All barangay health workers has always stressed in their respective barangay education campaign the need for better reproductive health care at the local health center for the protection of  the health of the mother and the baby.  In the case of Janet, she incurred only 2 records of prenatal visits during her entire pregnancy. According to the family, Janet stayed at General Santos City but no records had been traced to prove her regular prenatal.
When asked if the midwife can refuse to accept the patient, Dr. Aturdido said that they have a standing order never to reject anyone who is in need of medical attention instead proper medical assessment and counseling shall be done. After proper evaluation, the patient can be referred to a higher level of care.
Dr.Aturdido reiterated the health goals of the city government prioritizing SAFE DELIVERY meaning no woman should die due to inadequate access to health services at the barangay and city level. Meanwhile, she calls for all sectors to work together to help address adolescent reproductive health issues and teen pregnancy because of their health and other relevant implications.

KORONADAL,LOWEST IN MALNUTRITION PREVALENCE RATE, JOINS THE COUNTRY IN CELEBRATING NUTRITION MONTH

Tagged as having the lowest malnutrition prevalence rate of 4.17% in Region XII for 2012, Koronadal’s seat in the Hall of Fame as Nutrition National Awardee since 2005 is definitely sealed off as revealed by Regional Nutrition Program Coordinator Arceli  M. Latonio, in her message as Guest Speaker  during the Opening Program of the culmination activity of the this year’s Nutrition Month celebration, July 30, 2013, Rizal Park of Koronadal.
With such a feat, Latonio further challenged the LGU under the leadership of Mayor Peter B. Miguel to work harder towards zero malnutrition, though how ambitious it might sound.
In pursuit of the 39th nationwide celebration of the Nutrition Month every July, five major events along the theme “Gutom at malnutrisyon, sama-sama nating wakasan!” (Together we can end poverty and malnutrition!) were conducted in Koronadal.
Taking part in the country’s efforts to highlight the importance of nutrition and physical well-being, the city government reeled off the celebration with a Nutri-Fun Run last July 9, 2013.  Aside from the wellness and health benefits of running, the organizers foresee that it is the best way to start the day hale and hearty thru a footrace from the old city hall to the new city hall.  After the run, participants engaged in a physical fitness exercise known as KARAKASA followed by a short opening program at the City Hall Lobby.
Meanwhile, to raise awareness and knowledge on malnutrition and called unto the public to be pro-active in combating hunger and malnutrition in the community, series of symposiums had been conducted in the different Public High Schools in the city. Dr. Stephen Mortera,MI along with some City Health nurses  lectured on the Effects of Hunger and Malnutrition and the ill Effects of Drugs in the Human Body.
Further, to cap this year’s campaign, a Nutri-Quiz-on-Air was broadcasted live at Bombo Radio Koronadal on July 21. 13 public and private elementary schools and 12 public and private secondary schools participated in the said contest.
To conclude the monthlong celebration, a culmination program was staged at the Rizal Park. One of the highlights of the celebration is the Cooking Contest, showcasing menus with high nutritional value, delicacies and products prepared and cooked by the participants from the 27 barangays led by their officials and Barangay Nutrition Scholar (BNS).
To challenge their creativity and skills, 13 students from the different Highschools and college institutions competed in a poster making contest. Concept was based on this year’s theme.
Meanwhile, City Mayor Peter B. Miguel remain committed to the advocacies and programs of the City Nutrition Office headed by City Nutrition Action Officer Veronica Daut in promoting good health and  eliminating the rate of hunger and malnutrition which is prevalent among children in the far flung areas of the city.

EHP ALLOCATES P50M FOR HYDRO POWER REHAB


After they have signed a Memorandum of Agreement (MOA) with the City Government of Koronadal and National Irrigation Administration Xll on February 4, the Euro Hydro Power (Asia) Holdings Incorporated allocated P50M for the rehabilitation of the first hydro power plant in the region, the Marbel Mini Hydro Power Plant located at Upper Guadalupe, Brgy. Carpenter hill, City of Koronadal. 
Ignacio Guinid Jr., Officer-In-Charge and Technical Services Manager of EHP (Asia) Holdings Inc., said that the rehabilitation of the said facility which is estimated to generate 500-600 kilowatts will start on June after the processing of the necessary permits and other requirements. He added that the plant will be embedded in the South Cotabato Electric Cooperative 1 (SOCOTECO-1) lines and will greatly benefit the residents particularly those in Brgy. Carpenterhill as transmission cost would be lesser. Likewise, it will also help augment the power supply deficit in the city; however, the supply is not sufficient to meet the city’s total power requirement.
Meanwhile, Mayor Peter B. Miguel was grateful to EHP for this partnership because, for years, it has been one of his dreams to have a fully operational hydro power plant that would help stabilize the power situation in the city.
The mini hydro power plant in Brgy. Carpenter hill was constructed in 1971 by the national government under the component Irrigation System of NIA and has started its operation in 1974. However, due to siltation problem in the irrigation canal, its operation was hampered forcing a shutdown in 1981. Davao Light Power Company took over its operation in 1984 to 1989. To address the siltation problem, NIA rehabilitated the irrigation dam in 1991. Due to limited funds the said irrigation dam was once again shutdown in 1997.
Operation and maintenance of the said facility is expected to commence in January next year.
